Project Overview

The Action starts with the Mapping studies analyzing existing youth employment programs, CSOs capacities, needs of youth, ICT employers and possibilities for merging existing resources into joint initiatives. Analyzed data will represent platform for building country specific youth employment one- stop-shop model, through consultative process of working group, involving representatives from CSOs active in the field of youth employment, IT and SMEs as potential employers, government institutions and young people. Based on mapping study and youth employment one-stop-shop model it will be sub-granted 5-7 grass-root CSOs in Albania to implement part of the country specific “one-stop-shop” model and become part of the WB network. Each sub-granted organization will be responsible for implementing part of the methodology such as: delivering A and B courses for building digital competencies, career guidance, creating online tutorials, etc. After that a regional capacity building training for sub-granted CSOs from 5 WB countries will take place in Kosovo.
Than the model will be piloted together with sub-granted CSOs during the second year of the project where NEET youth will have parallel course respecting one-stop-shop methodology.

“My career from zero to hero – Strengthening networks of Western Balkan CSOs to implement one-stop- shop youth employability model for future jobs of 4.0. digital revolution” is the project implemented by Center for Youth Work (Serbia) in partnership with Forum MNE (Montenegro), CEM (Bosnia and Herzegovina), YSC (Albania) and TOKA (Kosovo), funded by European Commission as part of the “Civil Society Facility and Media Program 2018-2019”.

Objectives

The overall objective of the action is to enhance the capacities of civil society to be effective and accountable independent actors able to engage constructively with governments on identified thematic priority of innovative solution for Youth Employment.
Specific objective is: Enhance capacities of grass root CSOs in 5 WB countries for networking, merging resources and expertise in order to develop and pilot sustainable innovative youth employability model, focused on education for 4.0. digital revolution (digital, entrepreneurship and transferable skills), respecting “one-stop-shop” methodology and cross-sector cooperation.

Study

This mapping study provides a reference baseline for: a) the current employment opportunities for NEET youth population in Albania; b) the capacities and skills of the NEET group particularly as regards the 4.0 digital revolution; c) the capacities of civil society organizations and tertiary institutions at the design
and at the implementation of skills’ building programs as well as boosting employability for this group;
d) the needs and capacities of the business community regarding youth employment and youth skills in line with the labour market’s demands and in frame of the digital revolution. The findings and recommendations presented in this report will guide the work of the expert group for establishing a “one-stop shop” for youth employability in Albania. Furthermore, findings and recommendations of this report will be shared with the relevant state institutions and various non-state actors to better understand and address the needs of NEET youth group as well as to enhance different actors’ engagement
throughout the project implementation. Taking into consideration that there is lack of research at understanding and addressing NEET’ needs and challenges in Albania, this baseline report will serve also as a basis for further research works in this area.
